INTRODUCTION:
The State of Arizona Department of Corrections is seeking proposals for Transitional Services for Non-Violent Offenders, Statewide within the State of Arizona.
In accordance with Arizona Revised Statute §31-281, the Department shall establish a transition program and every eligible offender shall receive a referral from the Department to the Contractor for inclusion.
The intent of this solicitation is to allow the Arizona Department of Corrections to enter into a contract(s) for the procurement of the following specified service, as specified within the Scope of Work, at a fixed price for a two (2) year period with renewal options.
It is preferred that Offeror have personnel and/or subcontractors with experience in working with adult male and female offenders. Evidence must be submitted with Offer in Attachments 11 and 12.
GENERAL OVERVIEW:
This is a statewide contract serving male and female offenders who have been convicted of non- violent offenses. This program is established by Arizona Revised Statute (A.R.S.) § 31-281 and provides case management and treatment services to offenders for a 90 post release period. The Department expects the program to serve between 1200-1500 offenders each year.
Every inmate eligible under Arizona Revised Statute §31-281, shall receive a referral from the Department to the Contractor for inclusion into the Transitional Services for Non-Violent Offenders Statewide Program.
Information regarding each inmate shall be provided by the Department to the Contractor.The Contractor shall use that information in conducting assessments or referrals in the program.
An orientation to the program providing clear participation expectations and an overview of the entire program which culminates in an Agreement to participate signed by both the offender and the Contractor’s program staff shall be kept in the clinical file.
The contractor shall provide as approved by the Department, a continuum of services that are evidence based and gender specific that include, at a minimum, case management, assessment, informational session, delivery of substance abuse treatment, delivery of DUI treatment, and psycho-educational programming.
