The County of Orange Health Care Agency is seeking proposals from qualified organizations to provide Behavioral Health Outpatient Services for children, youth, and their families up to the age of 21, who are in the process of being adopted, have been freed to be adopted or have been adopted, and who qualify for Early and Periodic Screening, Diagnostic and Treatment services because they are eligible for full-scope Medi-Cal, including those receiving services through the Adoption Assistance Program.
The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Behavioral Health Outpatient Services to Seriously Emotionally Disturbed (SED) children and youth ranging in age from 0 to 17, and Severely Mentally Ill (SMI) transitional age youth ranging in age from 18 to 21 and their families who are in the process of being adopted, have been freed to be adopted or who have been adopted and who qualify for Early and Periodic Screening, Diagnostic and Treatment (EPSDT) services because they are eligible for the full-scope Medi-Cal, including those receiving services through the Adoption Assistance Program. The County currently contracts with multiple agencies for the provision of Behavioral Health Outpatient Services for children and youth up to age of 21, and their families throughout the County in various service areas; however, this Request for Proposals (RFP) is seeking an organization to provide services targeted to the particular needs of the population noted in Section II.A. of this RFP.
Children and youth, and their families who are in the process of being adopted or who have been permanently placed with an adoptive family may have experienced abuse, neglect and abandonment leading to unique needs. For example, as an adopted child moves through expected developmental stages, issues related to loss and uncertainty of the future may impact the development of age expected relationships, requiring additional support to assist the children, youth, and their families. HCA is seeking an organization that possesses the following: 1) Broad knowledge about adoption and the adoption process, 2) Specific understanding of the psychological impact adoption may have on children, youth, and their families, and 3) A minimum of three (3) years experience in providing Behavioral Health Outpatient Services to this specialized population.
Behavioral Health Outpatient Services include: assessment; individual, group, and family therapy; case management; crisis intervention; medication support; collateral services; Therapeutic Behavioral Services (TBS); Intensive Care Coordination and Intensive Home Based Services. (Therapeutic Foster Care is a potential service to be offered to foster youth and will be implemented by the County as more direction comes from the State.)
