“PROGRAM DESCRIPTION
Safety Net Services are those services providing the essentials of life such as emergency shelter, food, supportive services and supplies to children and their families who are in severe and immediate need, particularly those who are residing in under‐resourced neighborhoods.
PROJECT SCOPE OF WORK
1. SAFETY NET SERVICES GUIDING PRINCIPLES
Procurement, evaluation and distribution of funds for Safety Net Services will be guided by the following principles:
a. Services will address high need areas of all districts in Santa Clara County. These high need areas will be defined in Attachment F ‐ Risk Area Map.
b. Services will provide culturally relevant and linguistically proficient to families in need of basic life sustaining services and supports.
c. Services will display a level of activity that is reasonable to funding provided.
2. SERVICES
The goal of this RFP is to support community‐based organizations in meeting the immediate needs of children and families in high risk/high need areas. Services that will be supported by this RFP will include, but will not be limited to the following examples:
a. Emergency and short term shelter for families at risk of homelessness and displacement.
b. Food baskets and/or hot meals to children and their families who are experiencing crisis, homelessness and displacement.
c. Financial assistance to families experiencing a short term crisis or one‐time emergency need for utility bills, rent or mortgage payments, transportation, food vouchers, child care, medical care, basic supplies or clothing.
d. Multiple services including crisis support services, counseling, legal services, and information and referral.
e. Outreach and efforts to promote self‐sufficiency and stability for those affected by reductions in public assistance funding and economic changes.”
