The County of Orange (County) Social Services Agency (SSA) is currently requesting proposals to provide early education services for children at the Early Childhood Development Center at the Tustin Family Campus (TFC), from experienced, for-profit or non-profit organizations, educational institutions, or municipalities as defined in this Request for Proposal (RFP). The County will contract with the responsible Proponent whose proposal is determined to be the most responsive to the requirements of this RFP. A competitive proposal may include additional program aspects and/or staffing to: meet the educational, developmental, social-emotional, and health needs of children who have experienced, or are at risk of experiencing, child abuse and/or neglect; increase parent/caregiver knowledge of child development; and promote strategies that can be implemented to support healthy development and kindergarten readiness.
The Early Childhood Development Center has the capacity to serve twenty-four (24) children, birth through five (5) years of age, with its primary function of serving children residing at the TFC Mother and Child Residential Homes, as well as other programs located onsite at TFC.
Contingent upon approval by the Orange County Board of Supervisors, the County intends to award one (1) five-year contract to the responsible Proponent whose proposal is determined to be the most responsive to the requirements of this RFP. The term of the resulting contract will begin on or about July 1, 2017, and terminate on June 30, 2022. The estimated amount available for each year of the five-year contract will be $447,928 per year for an estimated maximum of $2,239,640 for all five years. The County reserves the right to award a three-year contract through this RFP, which may be renegotiated and/or renewed, subject to contractor performance and continued funding, for two additional one-year terms without a competitive bid process, at the sole discretion of the County. In the event of a three-year contract award, the estimated amount available for each year is $447,928 for an estimated maximum of $1,343,784 for all three years, and the estimated amount available for the two additional one-year terms is $447,928 per year for an estimated maximum of $895,856 for the two years. The amount allocated to this RFP is approximate and tentative at this time.
The funding or portions of the funding for the contract resulting from this RFP may be contingent upon the State budget; receipt of funds from and/or obligation of funds by the Federal government to the State and from the State to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County’s Board of Supervisors for each fiscal year covered by said contract. If such approval, funding, or appropriations are not forthcoming, or are otherwise limited, the contract may be immediately terminated, reduced or modified without penalty.
The County expects services to be fully operational by July 1, 2017. No advance start-up funds are available. Start-up activities are one-time, non-recurring and necessary to get the program operational and may include: recruiting, hiring and training staff, and procuring all Contractor provided items.
