The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Parent Education Services to parents, grandparents, relatives, guardians or caregivers and others who have the responsibility for caring for children and youth ages 0-18 years of age, especially those who are vulnerable to behavioral health problems.
These services will be funded by the Mental Health Services Act (MHSA). The MHSA represents a comprehensive approach to the development of community based mental health services and supports. The MHSA allocates 20% of the funding for Prevention and Early Intervention (PEI) services as a key strategy to prevent mental illness from becoming severe and disabling, to prevent negative outcomes resulting from untreated mental illness and to identify individuals at risk of or indicating early signs of mental illness or emotional disturbance and linking them to treatment and other resources. Prevention and Early Intervention services involve reducing risk factors or stressors, building protective factors and skills, and increasing resiliency. The Health Care Agency, Behavioral Health Services has developed a PEI plan that makes resources available for preventing and addressing the earliest signs of mental health problems, and a service system that is accessible to a diverse population. If your organization is interested in, and capable of providing the requested services by contract with the County, please carefully review the Request for Proposals and submit your proposal as directed in the “Proposal Preparation Instructions.”
This solicitation is not in any way to be construed as an agreement, obligation, or contract between the County and any party submitting a proposal, nor will the County pay for any costs associated with the preparation of any proposal.
Bidders submitting a proposal must electronically upload their proposal in PDF format, via BidSync. In order to be considered, proposals must be submitted no later than 2:00 P.M. Pacific Time on Wednesday, November 16, 2016. Hard copy proposals will not be accepted.

Bidders are expected to thoroughly read through the entire solicitation package before posting questions. It is up to each individual bidder to determine if they meet the eligibility requirements to submit a proposal identified in Section I.B., and other sections of the solicitation if applicable.
