The mission of the County of Santa Clara (County) is to plan for the needs of a dynamic community, to provide quality services, and to promote a healthy, safe, and prosperous community for all. There are currently over 2.3 million individuals serving time in federal and state prisons, and thousands of people cycle through the County jail each year. Ninety-five percent of all offenders incarcerated today will eventually be released and returned to the County.
The Office of the County Executive (CEO) seeks to ensure the transition individuals make from jail to the community is successful while promoting public safety. To this end, the CEO is issuing this Request for Proposals (RFP) to identify a California community college to provide education services at the County’s Reentry Resource Center for formerly incarcerated individuals. The education services shall include:
- Educational Assessment
- Career and Technical Certificate Program – Certificate Program may include, but not limited to:
o Community Worker
o Hospitality Management
o Computer Science/Information Technology o Business Management and Accounting
o Health Occupation
o Drug and Alcohol Studies
o Peer Leader Training
o Media Art
California community colleges who offer programs that serve the needs of formerly incarcerated individuals with demonstrated effectiveness in providing evidence-based and research-informed services that address criminogenic needs and designed to reduce recidivism are invited to submit proposals.
On March 1, 2011, the Santa Clara County Board of Supervisors established a cross-system reentry network to develop and implement a reentry plan. The Santa Clara County Reentry Network identifies comprehensive reentry and recidivism reduction strategies to enhance existing efforts, streamline processes to link inmates to effective in-custody and community-based programming, identifies cost- saving methods, and prepares County for the realignment of parolees and low-level prisoners under Assembly Bill 109, the Public Safety Realignment Act of 2011.
VISION
Build safer communities and strengthen families through successful reintegration and reentry of formerly incarcerated individuals back into the community.
MISSION
To reduce recidivism by using evidence-based practices in implementing a seamless system of services, supports, and supervision.
