Time for Reform: Too Many Birthdays in Foster Care

This report shares what the foster care system is like for foster youth waiting to be reunited with their families, adoptive families and/or guardians. Foster care is supposed to help children be in a safe environment and away from neglect and abuse for a limited time. Foster care is supposed to be temporary but now it has become a long-term state of foster youth being in limbo. Long-term foster care can bring out unprecedented outcomes and problems.
