Access to Mental Health Services for Foster Children Placed Out of County: Observations and Recommendations

The article contains many purposes, such as to provide some background on the issue of foster youth placed across county lines (“out-of-county” foster children) as a lens through which to understand the current state of the issue in Alameda County, to provide a more in-depth look at the existing data on Alameda County’s out-of-county population, as well as an understanding of the children who are sent from other counties to live in Alameda, and what is known about their access to mental health services; and, to provide analysis of how a new transfer policy would impact Alameda County, as well as other recommendations for how to improve provision of mental health care to Alameda County out-of-county foster youth.
