Priority Registration for Foster Youth Two Years Later: Challenges and Triumphs

In 2011, groundbreaking legislation, known as Assembly Bill 194 (AB 194) was enacted, granting current and former foster youth priority registration for enrollment in classes at California State University and Community College campuses and requesting that University of California campuses do the same. First implemented in January of 2012, AB 194 remains relatively new, and campuses are continuing to refine the most effective mechanisms for implementation of the law. The John Burton Foundation surveyed college campuses across the state in order to assess how implementation is proceeding and identify promising practices to ensure that all eligible foster youth have access to this benefit. This report provides a review of the findings from this research and recommendations for improving access to this valuable benefit.
