Many youth every year are emancipated when they turn 18 and some will experience homelessness, poverty, and are vulnerable to high-risk situations. The Fostering Connections to Success and Increasing Adoption Act is giving states an option for financial incentive if they extend foster care to 21 years. This report examines California’s early efforts to implement the extension to 21, and other aspects of Fostering Connections.
