This report looks at children in out-of-home care, who have comprehensive medical needs that differ from their disadvantaged peers. It looks at Medicaid data for children in out-of-home care (who are automatically covered by Medicaid) and children enrolled in Medicaid but not in out-of-home care. It finds that “children in out-of-home care show a substantially higher incidence of almost all mental health conditions than both their non-out-of home care Medicaid counterparts and Wisconsin’s general child population.”
