The contents of this report were drawn from a national convening held in 2013 on the postsecondary struggles of students who spent time in the foster care system.
It begins with a profile of either promising or evidence-based strategies being employed by different states to improve the college success of foster youths. Stepping back a bit, Section Two examines the central issues that negatively affect academic progress for this group.
This is followed by a set of recommendations for improving things:
- Establishment of a national coalition focused solely on higher education issues for foster youth
- Develop a national strategy for improving educational outcomes
- Build a data collection infrastructure that enables better and faster communication between child welfare systems and local school systems and colleges
- Develop national standards on serving the unique educational needs of foster youths
