Feds Ease Restrictions on Funds for Extended Care and Foster Homes

The Trump administration is using a 32-year-old law to loosen some restrictions on foster care funding for state child welfare agencies.  The Administration for Children and Families (ACF) announced in a program instruction yesterday that it would greatly ease the process for getting federal funds for extended foster care, and would permit funds for foster homes that have not been fully licensed.

Federal Report Shows Number of Youth in Foster Care Declined Last Year

The number of youth in foster care declined for the first time since 2011, according to an annual report on youth in care released by the Department of Health and Human Services.

Group Hopes to Replicate First Regional Convening on Family First Act

The federal Administration for Children and Families (ACF) has already begun to set up the guidelines and rules that will govern state implementation of the Family First Prevention Services Act, a law passed in February of 2018 that aims to prevent the use of foster care more often and reduce the use of group homes and other congregate care settings.

Child Victimization Declines as Reports of it Continue to Rise

Documented child abuse and neglect declined for a second consecutive year, while investigations of such maltreatment continued to increase. Nationwide, 3.5 million children were the subject of at least one report to child protective services (CPS), according to the federal “Child Maltreatment” report for fiscal year 2017.

Abt Associates Gets $5.2 Million for Family First Clearinghouse

The Cambridge, Massachusetts-based research firm Abt Associates has been tapped to establish the clearinghouse that will dictate which programs are approved under a new federal reform of child welfare financing. The Administration for Children and Families (ACF) awarded Abt a contract through 2022 that could reach $5.2 million, and includes $1.8 million for the first wave.

    George Sheldon, who led two of the largest state human services agencies in the nation and oversaw child welfare for the Obama administration, passed away at the age of 71 on Thursday.
