At long last, federal law on a key juvenile justice policy has been dusted off. On December 21, the day the government shut down, President Trump signed into law the Juvenile Justice Reform Act of 2018, an update to the Juvenile Justice and Delinquency Prevention Act (JJDPA), which was passed in 1974.

Illinois Gov. Bruce Rauner is counting on foster youth to help solve the state’s financial crisis. By eliminating the three years of transitional care that currently supports foster youth until the age of 21, the state expects to save approximately $5 million annually.

How many juveniles are transferred to adult court? For what crimes? What was the outcome of the case? An attempt at a national study on the subject has continuously been waylaid since 2010.
