When Entitlements Collide: Title IV-E and Medicaid in a Family First World

There are now less than two months until the major reforms of the Family First Prevention Services Act take effect. The central objectives are to realign the Title IV-E child welfare entitlement to include federal funds to help prevent the need for foster care in some cases, and limit federal funds for placements into group homes and other “congregate care” settings.

The NoVo Foundation Launches Major Grant Program Aimed at Stopping Sexual Exploitation

The NoVo Foundation is taking a simple approach to tackling the extremely complicated issue of sexual exploitation: decrease entrance ramps, and increase exit ramps, to “the life.” The New York-based grant maker has committed $10 million over three years to fund programs and services that help to achieve that goal.

Short-Changed Relative Caregivers Find Champion in Georgia Lawmaker

Georgia State Rep. Mary Margaret Oliver (D) plans to push for increased payments to relatives who care for foster children during a budget hearing Monday. Oliver will ask her colleagues on the House appropriations subcommittee for human services to commit roughly $2.68 million annually for unlicensed relative caregivers who receive significantly less from the state than licensed foster parents.
