A nonprofit in southeast Texas is turning a former nursing home into about 25 transitional apartments for kids aging out of foster care.

More than a third of older foster youth in transitional housing placements in California were involuntarily removed, according to a new report. A John Burton Advocates for Youth report looks at how youth in California used the Transitional Housing Placement-Plus (THP-Plus) and THP-Plus Foster Care (THP+FC) programs during the 2016-2017 year and how they fared upon exiting, in addition to other data.

Kerry Morrison full-heartedly agrees that transitional shelters are an essential part of the equation of successfully solving this homeless crisis along with the housing-first approach. Morrison is the executive director of Hollywood Property Owners Alliance as well as a commissioner at Los Angeles Homeless Services Authority (LASHA).

Transitional Housing Program Plus-Foster Care is a model approved by California in 2010 as the highest-end support system for 18- to 21-year-old foster youth, a residential program that offers practical and emotional support to teens who could not return home and were never placed with an adoptive family or guardian.

Note: This story was updated on Oct. 30 Los Angeles County is looking to license more providers to receive referrals for Transitional Housing Program-Foster Care (THP-FC), an option created for 18- to 21-year-olds that choose to remain in the state’s newly expanded foster care system.
